HTF Hobby Japan insert card. Hobby Japan had a license to do cards which were identical to the Topps American cards, except for the insert cards.

These are definitely licensed, and carry all the proper trademark logos. The front and back outside covers are identical, the insides covers feature a photographic checklist of all thirty cards.
